City of San Antonio (COSA)

A SAP 4.7 was designed and built for the City of San Antonio (COSA) in implementing its citywide ERM system. Diligent provided technical consultants in support of this project by providing SAP implementation for Personnel Administration, Personnel Development, Organizational Management, Time Management, and HR Systems. 

The project team defined all functional and technical requirements. Provided assistance and support for Blueprinting, project planning, and successful delivery of final Blueprinting phase of project on schedule and within budget. They analyzed the detail requirements for Employee Self Service and Workflow items. The project team was also responsible for the analysis of requirements and proposals for the set-up in SAP 4.7 and the configuration of SAP 4.7 as per requirements in the PA and PD modules.

The delivered modules included:

• Time Management - Design and configuration of custom time processing rules to automate the contractual requirements of the City's unions. Customization resulted in COSA resolving a variety of issues in their current business practices
• Cross Application Timesheets (CATS) - Configured application to enable distributed entry of time data by employees. Analysis was also performed to develop custom integration between the Time Management system and Cost Accounting / Project sys-tems, to provide accurate allocation of costs to capital projects
• Payroll / HR - Provide functional and technical configuration of HR sub-modules including Personnel Administration, Or-ganization Management, Recruitment, Gross and Net Payroll, Taxes, Garnishments, Benefits Administration, Compensation Management and Time Evaluation

Diligent performed setup of LSMW and PCC programs to test conver-sions. Some of the key items that were addressed during con-version included: Longevity pay through Payroll Schema, Overtime Remuneration, Posting Payroll expenses to Finance, Absence Quota accounting, Garnishments, Calculation of Benefit costs and determine how to track costs through HR/Payroll to FI/CO.

The Diligent team also worked with programmers on conversion of legacy data, spec writing, cleansing data, loading and testing. Unit testing, functional testing and integration testing also including testing support.
