Engineering, Systems Engineering and Process Engineering Support
For over ten years, Diligent has performed engineering services for our clients and we are highly qualified and experienced to provide these services on this contract. Diligent’s focus and approach is rigorous in that all system requirements stem from an operational need and clearly define the capabilities necessary to accomplish the mission. Therefore, our solutions employ a holistic Enterprise Architecture framework utilizing an automated architecture environment. This makes certain that a number of critical features: (1) an understandable, accurate and complete repository of requirements in the “As-Is”; (2) traceability that is established and manageable; and (3). the ability for the customer to document, model, simulate and analyze fit for purpose “To-Be” cases in preparation for future decision making and operational integration.
System Design Documentation and Technical Data Support
Documentation/Development/Maintenance. Documentation is a major component of the overall success of any project and will be provided in all phases of project/program efforts. Providing documentation ensures smooth transition from the development arena to the maintenance stages. As part of the CMMI-DEV Level 3 compliance standard, Diligent provides direct support for design implementation documents, training manuals, testing processes/procedures/scripts, and solid documentation of developed software code, as well as other products, which is provided per the government’s request and is in accordance with agreed upon standards.

Software Engineering, Development, Programming, and Network Support
Diligent’s software development and maintenance methodologies are based upon the proven standards and processes of CMMI Maturity Level 3 QMS and IEEE 12207. Our SMEs support the creation and maintenance of design documents, testing processes/procedures/scripts, software code documentation, and operations and training manuals.
Agile Development Methodology. Diligent incorporates and integrates the agile development methodology into software development activities – utilizing a rapid application development approach to minimize risks.
Requirements and Analysis. Diligent prides itself on the ability to foster and maintain close working relationships between the development team and the customer or end-user of the software. During the requirements evaluation and analysis phases JAD is performed.
Application Development. As requirements evaluation and analysis progresses, Diligent developers provide customers with early access to the proposed solutions, whether prototypes of GUIs or actual functional implementations, for review and comment via our Rapid Application Development (RAD) approach. In our ongoing efforts, use of the agile methodology with frequent and incremental (iterative) releases, has proven extremely successful. Benefits of this approach to our customers include:
System/Application Security. Diligent has extensive experience in the planning, development, application, evaluation and implementation of systems and is well prepared to extend these services to the Naval Surface Warfare Center. When forming our team, we will search for the premier providers of this support for the Navy and have several on our team. We will provide technical inputs to Certification and Accreditation (C&A) packages; evaluate security products and services; and implement appropriate security measures as outlined by DIACAP.
Help Desk Support. Diligent is ready to provide proper manning and leadership of our help desk and 24x7x365 user support services based upon our past performance and proven successes.
Software and Hardware Problem Reporting. Diligent will use the Government approved Help Desk Support software system to track all help desk reports for Software and Hardware problems. Technicians will provide technical assistance as needed to include order processing, warranty and maintenance action tracking.
System Maintenance. Diligent’s ability to perform system maintenance activities and use Integrated Development Environment (IDE), provides Diligent the proven capability to adapt to changing environments and requirements, and provide the capabilities to select quality proven methods to be documented as “best practices”. In conjunction with Diligent’s SEI CMMI-DEV Level 3 certified processes, documented best practices highlight the strength of our systems engineering processes and provide the ability to enhance the system and minimize any weaknesses – creating a vehicle for continuous improvement to correct and/or minimize deficiencies in the software development process.
Configuration Management (CM) Support
Diligent uses the CMMI CM Process (Diligent’s SUP01-CM) to ensure CM plans are defined, administrators assigned, tools and their use specified, and the CM plan is executed. CM is applied project wide; documentation, software, and hardware baselines are developed using SharePoint tools, Windows Server built in tools, repositories, Subversion, CVS, Microsoft SMS, Access, and Visio. Diligent tracks and controls changes to baselines of configuration items (e.g., requirements, design, interface descriptions, drawings, test plans and results, and source code). We maintain configuration baseline integrity by producing software, hardware, and documentation baseline reports, quarterly configuration reports, diff tool results, configuration audits, and peer review records.
Quality Assurance (QA) Support
Quality Assurance (QA) and Quality Control (QC) are Diligent core competencies. Our standard is providing absolute quality services and products by following our established Quality Management System (QMS) processes which are SEI appraised at Capability Maturity Model Integration for Development (CMMI-DEV) Maturity Level 3.
Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
Information System (IS) Development. We provide all of these services in six technical mission areas: IT solutions, network administration, multimedia, IT Special Access Program (SAP), asset management, systems administration and eight primary functional areas: IT program management, IT systems design and engineering, database development and management, network administration, system administration, website development and management, multimedia and IT inventory management.
Information Assurance (IA). Our personnel provide cradle to grave DIACAP support. From registering systems, completing required EITDR and Security, Interoperability, Sustainability, Supportability and Usability (SISSU) documentation, security control validation and completing mandated FISMA requirements, Diligent has the expertise that is scalable, repeatable and comprehensive.
Training Support
Diligent’s Process Management Organizational Training (OT) Process provides guidance for establishing and maintaining an effective and efficient training program. Our OT provides training that supports Diligent’s strategic business objectives and meets our strategic and tactical training needs which are common across projects and support groups.
Quality Assurance (QA) and Quality Control (QC) are Diligent core competencies. Diligent’s creative approach to QA is to integrate our QA processes with Quality Control (QC) processes to produce high quality services and products. Diligent’s QA and QC approach ensures that SeaPort-e requirements are fully met in designing, developing, fabricating, producing, and installing quality products.

Diligent’s QA activities are proactively planned with systematic processes which ensure that requirements are clearly established and the services and products comply with those requirements. Our QA processes also uncover potential unwanted outcomes, and are our means for developing preventive actions to ensure achievement of the desired outcome. QA is a critical component of our proven effective QMS. Diligent’s QC activities are complementary to QA and are processes for evaluating actual process performance. They include moving into action against noncompliance and rework, and taking corrective action when errors or non acceptable outcomes occur. Diligent’s creative integrated approach to QA and QC is inherent in Diligent’s established process-based QMS. Our QA and QC approach is made-up of four CMMI-DEV process categories: Process Management, Project Management, Engineering, and Support. Each of the four process categories consist of complementary Process Areas (PAs). Diligent follows the established QMS Maturity Level 3 processes for each PA in successfully integrating and implementing QA and QC processes and achieving customer satisfaction.
Diligent applies all 18 CMMI Maturity Level 3 processes to accomplish successful QA and QC activities and ensure that SeaPort-e requirements are met. The three processes for Process Management listed in provide the sustained corporate management commitment and engagement to uphold successful QA and QC implementation. The remaining fifteen Project Management, Engineering, and Support processes are interrelated and work together in concert to successfully integrate QC and QA functions and achieve total quality implementation of SeaPort-e requirements.
