The Diligent motto of “Integrity, Skills and Experience” is characteristic of the entire Diligent workforce, but it is especially applicable to the leadership team. The Diligent leadership team has years of formative experience in successfully leading IT service teams and acting as managers on many programs in various federal agencies. Diligent’s business line division managers plus our business development, human resources, financial and contracting professionals have many years of experience—both in the private sector and the military.

David Cerminaro,
Co-Founder and Chief Executive Officer

As Diligent’s chief executive officer, David is responsible for Diligent’s day-to-day-operations. He co-founded Diligent with Doug Klaymeier in 2001. David, a disabled veteran, served 18 years in the United States military and retired as an Air Force officer in 1997.

A highly respected figure in the consulting industry, David has stayed true to his vision of creating a company where people can be proud of their work. A commitment to customer service started very early in David’s career and is a cornerstone to his philosophy of solution delivery. This customer centric approach has served as the foundation for a very successful 16 years in the Information Technology sector. It is with David's leadership that Diligent has expanded its services and grown to over one hundred consultants.

David holds a degree in Computer Science with San Angelo State University.

Doug Klaymeier,
Co-Founder and Treasurer

Doug Klaymeier co-founded Diligent Consulting Inc. in 2001. From 2005 to 2012, Doug served as Chief Financial Officer, where he shared responsibility for the company’s day-to-day operations with David Cerminaro. Doug has over 20 years of professional technical experience. Prior to his role with Diligent Doug served as Principal Consultant with ThinkSpark Corporation/Database Consultants, Inc. While there he designed, developed and served as project manager of several web-based systems for Nextel Communications, DecisionOne and the Air Force Reserve.

Doug holds a degree in Nuclear Engineering with the University of South Florida, December 1995. In addition he has performed Post Graduate work on a Masters in Engineering Management with the Air Force Institute of Technology and Florida State University.

Richard L. Riney III (Rick),
Executive Vice President and Chief Operating Officer

Rick has dedicated his professional career to providing solutions which blend excellent technology with solid business principles. This comprehensive approach to creating value is a result of over 35 years of hands on experience in all aspects of the IT business leadership — business development, fast paced technical application, new business start-up, program management, and operations and P&L management. Rick joined Diligent as an Executive Vice President and Chief Operating Officer in 2012 focused on developing a unified vision, continuing to strengthen customer relationships, accelerating the growth of the company with solid business practices. Rick has held Senior Leadership positions at NCI Information Systems, Karta Technologies, and Lockheed Martin, prior to joining Diligent. As General Manager of NCI Information System’s Air Force and Technology Services Group, Rick managed P&L for a diverse program portfolio in excess of $125M - including transition of the Karta Technologies acquisition, where he was SVP of Business Development. At Lockheed Martin, Rick enjoyed successes in Enterprise Resource Planning (ERP), the Defense Civilian Personnel Data System, Intelligent Transportation Systems, Robotics, Planetary & Launch Vehicles, the Superconducting Super Collider, and the Space Shuttle External Tank programs. Rick graduated with honors from Ohio Institute of Technology. He is active in AFCEA (and mentors Young AFCEANS), serves on the Board of the Airman Heritage Foundation, and is devoted to the Knights of Columbus in San Antonio.

Pete Fredericksen,
Senior Vice President of Corporate Development

As Senior Vice President of Corporate Development, Pete manages all aspects of business growth for Diligent. This includes strategic analysis of various business growth and development opportunities and partner management, including alliances. Pete has held the positions of Vice President of Business Development and Vice President of Operations and was instrumental in tripling the size of Diligent since 2005. With over 30 years in the IT Industry Pete has served in numerous leadership positions. Prior to joining Diligent, Pete was the Director for Air Force Air Education and Training Command and Air Force Personnel lines of business for Lockheed Martin Information Technology Services. In that position, Pete managed $40 million in annual revenue, over 400 employees, and was responsible for all aspects of the business. Pete was recognized with numerous performance awards including the Lockheed Martin President's Award for Management. Pete graduated from Texas A&M University - Institute of Electronic Science. Pete is active in AFCEA, The Valero Texas Open and has devoted his time to many ministries within the city of San Antonio.

Roger Williams,
Vice President of Business Development

Roger is responsible for managing all sales and marketing activities related to Diligent’s NETCENTS-2 contract and other developing markets for Diligent. Since joining Diligent in February of 2002 he has held various leadership positions within the company, to include his current duties as Vice President of Business Development, as a Senior Program Manager on diverse federal and commercial contracts, and as the company’s Facility Security Officer. Prior to joining Diligent, Roger was the Director of Infrastructure and Director of Education for Database Consultants, another Information Technology consulting firm with revenues exceeding $80M in 2000. In these positions, Roger led the company in its Oracle Approved Education Center (OAEC) program, which covered 13 education centers and business locations throughout the country. He was responsible for managing and supporting all of the company’s computer and communication systems and real estate operations. Roger was a network administrator and project manager on numerous network and software development and projects for the United States Air Force. He separated from the military in 1996 as a Captain. Roger graduated with a Bachelor of Science degree in Electric Engineering from the University of Notre Dame, Notre Dame, Indiana, and a Masters of Science degree in Computer Information Systems from St. Mary’s University in San Antonio, Texas. Roger is very involved in non profits and charities that support STEM related activities including the Cyber Patriot Program.

Steven Russell,
Vice President of Operations

Steven Russell

As the Vice President of Operations, Steven reports to the Chief Operations Officer and is responsible for planning, managing, directing and coordinating operations in support of the company's growth. He is charged with leading all operational aspects of Diligent's Cyber & Intelligence, Software Development & Modernization and Professional Services Divisions, which encompass 17 projects and over 100 personnel and subcontractors. He is responsible for strategic planning and formulating policies for future growth, establishing goals, measuring and managing progress against goals, and reporting operational status to Executive Staff. He is directly responsible for the Operational Profit & Loss statement and for growing and managing his business line in the Federal sector in accordance with Diligent's Strategic Plan. He takes great pride in establishing and improving processes which consistently lead to high levels of customer satisfaction. He also enjoys the challenge of continually assessing today's rapidly changing IT environments to create strategies that provide customers with timely and innovative solutions to address future requirements. Steven has extensive senior leadership and management experience involving large numbers of personnel and high-dollar programs. He is an outstanding leader, manager, organizer, communicator, and motivator with a proven ability to unify diverse resources to achieve organizational goals. Steven gained his extensive leadership and management skills while serving a 24 year career in the United States Air Force, ultimately retiring as a Chief Master Sergeant. Steven is a Certified Project Management Professional, has a Master's degree in Business Administration from Webster University, is a Certified Information Systems Security Professional, is a certified Lean Six Sigma Master Black Belt, has multiple Master's Certificates from Villanova University and holds a Master's Certificate in Government Contract Management from George Washington University.

Mike Hudson,
Director of the Software Development
& Modernization Division

In this role Mike manages the portfolio of software development and modernizations programs. He is responsible for managing a team of software developers as well as the client relationships. Mike is widely respected for his ability to lead a software lifecycle from idea to maintenance in collaboration with a diverse team of program and technology representatives using the Evolution Solution as a framework.

Prior to joining Diligent Mike served as the Air Force Director of Manpower and Personnel and AETC Chief in the assignments Division of the Air Force. He retired from the Air Force as a Colonel. He started his career in business as a consultant and Business Development Manager.

Mike holds a BS in Physical Science from the University of Memphis and a MS Operations Management from the University of Arkansas. He graduated from the Air Command and Staff College, Squadron Officer School and Air War College during his Air Force Career.

Robert Zapata,
Program Manager, Cyber and Intelligence Division

Zapata

Robert M. Zapata completed a military career in the US Air Force as a Health Care Administrator. Initial assignment was at Dyess Air Force Base in Abilene, Texas. There he performed functions within medical records, patient administration, resource management and managed care. His next assignment he functioned as manager of Managed Care, Biometrics Research and Development, and later provided program management support and strategic analysis to IM/IT systems-related projects. As manager, responsible for customer service desk operations, policy formulation, data analysis, software and hardware troubleshooting. His singular distinguished experience enabled selection to deploy with an air transportable hospital to the country of Oman in support of Operation Enduring Freedom in 2001. After his tenure with the US Air Force in 2007, Mr Zapata began a second career in Health Care Administration as a contract Program Manager conducting business with the Air Force Commodity Council managing 50 personnel at 17 hospitals. Next, assumed several positions within the US Army Medical command: Program Manager, Traumatic Brain Injury/Behavioral Health/Telemedicine, Southern Regional Medical Command, Ft Sam Houston, TX; Senior Analyst, Health Care and Data Quality Management, US Army Medical Command/PASBA, Ft Sam Houston, TX. His next adventure was with ASM Research as a Strategic Management Consultant, as well as a Management Analyst on the Defense Medical Human Resource System internet (DMHRSi), Strategic Management Planner with the Air Force Medical Operations Agency, culminating as a Program Account Manager for ASM’s IDIQ contract, Consultant, Advisory and Technical Service (CATS), awarded by the Air Force Medical Service Commodity Council. Currently, Robert is working at Diligent Consulting, Inc as a Program Manager, Cyber and Intel Division. He also is directly involved with other contract account delivery and business development efforts.

Mr. Zapata's education includes a Master of Science in Management from Troy State University; Bachelor of Science in Management from Park University; Associates Degree from the Community College of the Air Force in Health Care Administration, and earned a Lean 6-Sigma Sensei Certificate from Villanova University.

Sonia Montellano,
Contracts Manager

Sonia is a seasoned contracts professional with over fifteen years of contract and subcontract administration experience including six years of supervisory experience. She has a thorough understanding of the government contracting business case and financial/analytical issues and profit and loss implications. She is responsible for performing the full range of cradle-to-grave, lifecycle contract administration; including RFP/RFQ analysis, proposal preparation, pricing, negotiations, administration, and contract closeouts for all company contracts and subcontracts.

Prior to joining Diligent Consulting Sonia was a principal contracts administrator at NCI Information Systems, Inc. and a contracts manager at dNovus RDI and Metrica, Inc. and a Senior Financial Analyst & Contract Administrator at Northrop Grumman Inc.

Sonia attended Rice University and is a member of the Alamo Chapter of NCMA.

Frank Cerminaro,
Director of Human Resources

Frank Cerminaro

Frank originates and leads Diligent’s Human Resources practices and objectives that provide an employee-oriented, high performance culture. Frank is responsible for all aspects of human capital recruitment, compensation, benefits, and retention of employees. Frank is a seasoned human resources professional with principal strengths in benefits & employee relations, performance management, coaching. He understands the importance of talent knowing talent and having a healthy employee referral program along with supporting employees with health benefits questions to best utilize their coverage through an ever changing environment with health care.

Prior to joining Diligent Frank was in the retail business in Human Resources and Training including Saks Fifth Avenue and ANN Inc.

Frank attended St. Petersburg College.
